The Internal Assessor Team for the Electronic-Based Government System (SPBE) of the Buleleng Regency Government participated in the implementation of an interview evaluation by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB) of the Republic of Indonesia regarding the assessment of the 2021 SPBE implementation in Buleleng. This SPBE assessment takes place virtually or online in the SPBE Infrastructure and Services Sector of the Kominfosanti Office of Buleleng Regency, Tuesday, (8/24).

In this year's assessment, there are 47 assessment indicators as guidelines for determining the high quality of SPBE implementation within the Buleleng Regency Government. For information, the achievement of the SPBE index in Buleleng Regency in 2020 is quite encouraging, namely 3.7 with a very good predicate by the Kemenpan-RB.

Hopefully, this year's evaluation of SPBD implementation can increase the value of the SPBE index, thus indirectly showing that the Buleleng Regency Government's services to the community through SPBE are running well and smoothly.

Attending the evaluation, the Head of the Buleleng Regency Kominfosanti, Ketut Suwarmawan, S.STP., MM accompanied by the Head of the Division and the Head of Section as well as all representatives from the Buleleng BKPSDM, Buleleng BPKPD, Buleleng Secretariat Legal Section, Buleleng Secretariat BLP and Buleleng Regional Secretariat Organizational Section.

SPBE stands for Electronic-Based Government System, Electronic-Based Government System (SPBE) is a government administration that utilizes information and communication technology to provide services to SPBE Users. This is as stated in Presidential Regulation no. 95 of 2018 concerning Electronic-Based Government Systems. SPBE is aimed at realizing clean, effective, transparent, and accountable governance as well as quality and reliable public services. The governance and management of the electronic-based government system nationally is also needed to improve the integration and efficiency of the electronic-based government system.

The information and communication technology (ICT) revolution provides an opportunity for the government to innovate the development of the state apparatus through the application of the Electronic-Based Government System (SPBE) or E-Government, namely government administration that utilizes ICT to provide services to government agencies, state civil servants, actors business, community, and other parties. SPBE provides opportunities to encourage and realize open, participatory, innovative, and accountable governance, increase collaboration between government agencies in carrying out government affairs and tasks to achieve common goals, improve the quality and reach of public services to the wider community, and reduce the level of abuse of authority. in the form of collusion, corruption, and nepotism through the implementation of an electronic-based system of monitoring and public complaints.

The government recognizes the important role of SPBE to support all development sectors. Efforts to encourage the implementation of SPBE have been carried out by the government by issuing sectoral laws and regulations that mandate the need for the implementation of an information system or SPBE. So far, ministries, agencies, and local governments have implemented SPBEs individually according to their capacities, and have achieved various levels of progress for SPBEs nationally. To build synergies in the implementation of SPBE that have legal force between ministries, institutions, and local governments, a National SPBE Master Plan is needed which is used as a guide for Central Agencies and Local Governments to achieve an integrated SPBE. The National SPBE Master Plan is prepared by taking into account the direction of policies, strategies, and initiatives in the field of SPBE governance, SPBE services, ICT, and human resources to achieve the strategic objectives of the SPBE in 2018 - 2025 and the development objectives of the state apparatus as stipulated in the National RPJP 2005 - 2025 and Grand Design of Bureaucratic Reform 2010 - 2025.

This vision becomes a reference in realizing the integrated implementation of SPBE in Central Agencies and Regional Governments to produce an integrative, dynamic, transparent, and innovative government bureaucracy, as well as improving the quality of public services that are integrated, effective, responsive, and adaptive.

SPBE Mission

To achieve SPBE's vision, SPBE's missions are:

1. Organizing and strengthening the organization and governance of an integrated electronic-based government system;

2. Developing electronic-based public services that are integrated, comprehensive, and reach the wider community;

3. Build a foundation of integrated, secure, and reliable information and communication technology; and

4. Building competent and innovative human resources based on information and communication technology.

SPBE's goal

Based on the vision and mission of SPBE, the objectives of SPBE are:

1. Realizing clean, effective, efficient, transparent, and accountable governance.

2. Realizing quality and reliable public services; and

3. Realizing an integrated electronic-based government system.

SPBE Target

Based on the SPBE's vision, mission, and objectives, the SPBE targets are:

1. The realization of effective and efficient SPBE governance and management;

2. The realization of an integrated and user-oriented SPBE service;

3. Implementation of an integrated SPBE infrastructure; and

4. Increasing the capacity of SPBE's human resources.
