The Application of WIM Technology on Toll Roads Starts Today, Check the Details

Weigh In Motion (WIM) technology on toll roads officially started Saturday (1/1/2022).

The application of WIM on this toll road is following the Circular (SE) of the Minister of Transportation (Menhub) Number 116 of 2021 concerning Supervision and Enforcement of Goods Transport Vehicles for Over Dimension Violations and Over Loading Violations or ODOL on the Road Toll.

In the SE it is explained that the application of WIM aims to maintain toll road infrastructure so that it does not experience faster damage which results in state losses.

The losses are in the form of financing for road repairs due to oversize violations and overloading violations, as well as reducing the number and fatality rate of traffic accidents.

WIM is a technology that can supervise and take action against goods transport vehicles to improve road transportation services that are quality, comfortable, safe, innovative, and environmentally friendly. According to the Director-General of Land Transportation of the Ministry of Transportation (Kemenhub) Budi Setiyadi, WIM or scales have been installed in part of the toll road, so it can work even when the car is running.

In total there are 10 WIMs that have been installed on the toll roads, namely four WIMs on the Trans-Java Toll Road and three on the Trans-Sumatra Toll Road. This amount will be added and integrated with the National Police Electronic Traffic Law Enforcement (ETLE).

"They will be billed when they will pay taxes, but at the beginning, they will be issued to the nearest exit toll," Budi said as quoted from Kompas.com, Friday (12/31/2021).

Technically, WIM is the supervision of goods cargo using a dynamic weighing method (WIM) and inspection of administrative documents of goods transport vehicles. Furthermore, supervision and prosecution of ODOL vehicles, as well as falsification of goods transport vehicle documents, are carried out by the traffic police and Land Transportation PPNS.

The scope of the location includes access to toll roads, toll gates, toll road sections, and land or vehicle parking areas at service breaks (TIP) or rest areas. placed in the vehicle parking lot in the rest area or turn around the vehicle and issued at the nearest toll road exit, integrated ETLE, and prohibition of continuing the journey before adjusting the load following applicable laws and regulations.

Drivers Can't Borrow Toll Cards for Rear Cars on This Toll Road

For those of you who want to travel during the New Year holidays, it is better to pay attention to the regulations on the toll roads that will be crossed. Because if you are negligent and violate the rules, you can be subject to a large fine.

For example, when passing through a toll road that applies for a closed system payment. Such as the Surabaya-Gresik Toll Road, the Trans Java Toll Road, and the Trans Sumatra Toll Road.

When crossing a closed system toll road, the driver must double-tap the electronic toll card at the entrance and exit of the toll road.

Keep in mind, on toll roads with a closed payment system, 1 electronic toll card cannot be used by 2 vehicles. If that happens, the toll gate will not open and motorists can be fined. This is following PP No 15 of 2005 concerning toll roads. Article 86 of the government regulation stipulates that toll road users are required to pay tolls following the predetermined tariff.

Toll users will be subject to a fine of 2 times the farthest distance toll tariff on a toll road section with a closed system if certain conditions are met.

The following are three types of violations that require toll users to be fined twice the furthest fare:

Toll road users cannot show proof of toll road entry when paying tolls

Show proof of a damaged entry sign when paying tolls

Unable to show proof of correct entry or appropriate direction of travel when paying tolls, Problems can occur in a closed system. Because at the entrance gate, the GTO machine will store the data from the gate into the card. In the open system, the machine immediately deducts the balance in the card," explained Jasa Marga Corporate Communication Dwimawan Heru Santoso. Meanwhile, on toll roads with open payment systems, such as the Jagorawi Toll Road and the Jakarta City Inner Toll, 1 electronic toll card can be used for 2 cars.

In addition to payment-related, toll road users can also be subject to sanctions in the form of compensation to toll road managers if they meet the following elements:

Causing damage to parts of toll roads

Causing damage to toll road equipment

Causing damage to toll road complementary buildings

Resulting in damage to the supporting facilities for the operation of toll roads

So, make sure you fill out your electronic toll card with sufficient balance and obey traffic rules during your trip so that your vacation goes smoothly
