New Country Pockets IDR 314 Billion from BLBI obligors

Coordinating Minister for Political, Legal, and Security Affairs (Menko Polhukam) Mahfud MD said the country had just collected the collection proceeds from Bank Indonesia Liquidity Assistance (BLBI) obligors amounting to Rp314 billion. The funds go to the non-tax state revenue treasury (PNBP).

"In the first stage of summoning and collecting obligors and debtors, we have managed to record non-tax state revenues into the state treasury of 313,945,930,844 or rounded up to Rp314 billion," Mahfud said in a press conference, Thursday (23/12).

In terms of physical asset control, the state only controls 8,329,412 square meters of obligors. According to Mahfud, the BLBI Task Force has determined the status of the use of these assets to eight ministries/agencies (k/l) and the Bogor City Government (Pemkot).

"The determination of the status of use and grants to eight ministries and institutions as well as the Bogor City Government with a total area of 443,970 square meters and Rp1,149,894,359,449," he said.

He added that the BLBI Task Force has also carried out the second phase of the collection of eight BLBI obligors. From the collection, the state obtained collateral assets of one of the obligors with the initials SS located in West Jakarta and Dompu, NTB.

"The total area (assets belonging to obligor SS) is 100,848 square meters," concluded Mahfud. Meanwhile, Sri Mulyani Texmaco's response to the denial of having a BLBI debt of Rp. 8.06 trillion, Finance Minister Sri Mulyani replied to the objection of Texmaco Group owner Marimutu Sinivasan who previously claimed not to have debt for Bank Indonesia Liquidity Assistance (BLBI) worth Rp8.06 trillion.

Ani, as she is familiarly called, confirmed that the company had debts to the state related to BLBI because Texmaco had borrowed funds from a number of banks since before the 1998 monetary crisis. The loans were made to state-owned banks such as BRI, BNI, and Bank Mandiri, as well as private banks.

"The government then bailed out the banks during a crisis and bank closures," said Ani during a virtual press conference, Thursday (24/12). The state treasurer detailed that Texmaco's loans to banks consisted of rupiah-denominated loans of up to IDR 8, 06 trillion and foreign currency-denominated loans worth US$1.24 million.

In addition, Texmaco also obtained other loans from banks amounting to Rp5.28 trillion and US$256 thousand for its textile companies as well as loans in other currencies.

"The debt was in a state of loss at the time of the crisis, so that the government had bailed out the banks, so the claim rights from the banks were transferred to the government," he said.

For the loan debt, he continued, the government has several times charged Texmaco. In fact, the government through BNI had given a letter of credit (LC) guarantee to a textile company owned by Texmaco for its business activities. However, the company still did not have the good faith to repay these debts. Whereas, on the other hand, according to Ani, the company had acknowledged the ownership of the debt which was then stated in the deed of commitment.

"So the government has repeatedly given space, even support for companies that can still run so that they can run, but there is no good faith to pay them back. Therefore, the government executes company assets after more than 20 years," he said.

The confiscation of Texmaco assets was carried out by the BLBI Task Force today. The confiscation was carried out on 587 plots of land covering an area of 4.79 million square meters in Subang Regency, Sukabumi Regency, Pekalongan City, Batu City, and Padang City.

Previously, the owner of Texmaco Marimutu Sinivasan denied that the company had debts related to BLBI. According to him, the company does have debts to the state, but not in the context of BLBI.

"The Texmaco Group never got and never had a BLBI," said Marimutu.
